Bengaluru - one of India’s fastest-growing metropolitan regions - is facing climate challenges such as urban flooding, water stress, rising heat, and air pollution. As population and pressure on infrastructure grow, these risks are projected to intensify.

To address this, the Bengaluru Climate Action and Resilience Plan (BCAP) was launched in November 2023 by the Bruhat Bengaluru Mahanagara Palike (BBMP) in partnership with WRI India and C40 Cities. The plan sets out a vision to make Bengaluru net-zero and climate-resilient by 2050.

What is BCAP? 

BCAP is the city’s first long-term, evidence-based roadmap to:

  • Reduce greenhouse gas emissions across sectors
  • Enhance resilience to climate-related risks
  • Improve urban livability and public health
  • Enable inclusive and equitable climate governance

It identifies 266 targeted actions across seven sectors, grouped into 33 thematic tracks, aligned with India’s national and global climate commitments.

These actions are designed to not only address mitigation and adaptation goals, but also deliver co-benefits — improved health, social equity, green jobs, and reduced vulnerability.

Post-Launch Implementation and Governance 

In February 2024, BBMP set up the Climate Action Cell (CAC) to oversee the implementation of BCAP. WRI India serves as a core knowledge partner, supporting:

  • Creation of a theory of change
  • Designing climate budgeting frameworks
  • Coordinating digital outreach, stakeholder convenings, and city-wide campaigns

Flagship Initiatives Supporting BCAP

  • BluGreenUru Campaign 
    Accelerating Bengaluru’s resilience through initiatives like the BluGreen Awards and Blue-Green Infrastructure Networks (BGIN).  
  • Climate Budgeting and Governance Innovation 
    WRI India is supporting BBMP’s efforts to link finance with climate goals, piloting a climate budgeting exercise and working with the CSR ecosystem.
  • Inclusive Outreach & Stakeholder Platforms 
    Through initiatives like the Friends of CAC platform and the Climate Action Fellows Program, BCAP is nurturing participatory urban climate leadership.
