Shreya is a Senior Program Associate with WRI India's Energy Program, working under the theme of offshore wind energy. Stationed at the Ministry of New and Renewable Energy (MNRE), Government of India on deputation, she manages the Project Management Unit (PMU) for offshore wind energy (OSW). In collaboration with the MNRE team, she is working for development and establishment of a regulatory framework for India’s first OSW projects. Her work entails research and comparative study of offshore ecosystem across countries to develop comprehensive, compliant, and customized policy guidelines and regulations for OSW which are tenable and scalable in India. Her experience of legislative drafting conveniently helps her draft contractual tender documents, lease rules and other legal documents to streamline the development of OSW projects. Since offshore is new to India, her profile gives her scope to envision, innovate and craft intermediate structures and processes that are required to kickstart renewable infrastructure projects, OSW in this case.

Shreya is a lawyer by training and comes with more than a decade’s experience across diverse portfolios around research, public policy, legislative drafting, advisory, compliance, regulations and academics. Previously attached with the Ministry of External Affairs, Government of India (GOI), she drafted the Emigration Bill repealing the then extant legislation called the “The Emigration Act, 1983”. Stakeholder engagement, legal advisory on documents of diplomatic and legal relevance, drafting of bilateral & multilateral agreements and treaties were within the scope of her deliverables. She advised the GOI upon interstate litigation on issues of overseas marital and labor disputes. With research and academics at core, she served as an Assistant Professor of Law at the University of Delhi where she taught an array of subjects, mentored students and headed several committees around research techniques and moot competitions, environmental & gender sensitization.

A gold medalist in Jurisprudence (philosophy of law) Shreya Completed her master’s in law from the Indian Law Institute. Research, she believes, must be an act of scientific interrogation where existing facts must be objectively construed to logically build arguments towards achieving outcomes. In the process, she is perpetually fascinated by variable externalities which have mitigating and aggravating potential so vast, that study of such interdisciplinary subjects like psychology, evolution, religion, history, cultural relativism, politics, economy etc. keeps indulging her endlessly.

Shreya finds her catharsis in Indian classical dancing and trains in Kathak and Odissi forms of classical dance. A believer of Yoga, she is additionally invested into learning text of ancient spiritual relevance in Sanskrit. She has successfully learnt the chanting of Bhagavad Gita in Sanskrit. She enjoys growing greens in her kitchen garden, professes travel as a marvelous teacher and celebrates herself being a mom.
