Uniting the Construction Sector for Cleaner Air
Launched in 2024, the India Alliance for Clean Construction (IACC) is a flagship initiative under the Accelerator for Clean Air Actions (ACAAS), led by WRI India. The Alliance is dedicated to accelerating the construction sector’s transition toward clean-air-centric practices, placing dust and emission control at the heart of construction planning and execution.
The construction sector is one of the largest contributors to particulate matter (PM) emissions across India. Unchecked emissions from construction activities release fine particles into the air, which settle on surfaces and are easily re-suspended by wind, vehicular movement, or human activity. These particles — along with direct on-site emissions — not only degrade air quality but also pose serious health risks for workers and communities in the vicinity of construction sites.
On a city scale, this contributes significantly to deteriorating ambient air quality. During high-pollution episodes, some cities are forced to impose construction bans, which disrupt livelihoods, delay project timelines, and create financial strain for developers and contractors.

Anchored by WRI India, the India Alliance for Clean Construction (IACC) is driven by the following key objectives:
- Raise awareness across the construction sector about the serious health and environmental risks posed by unregulated dust and emissions.
- Establish a collaborative platform to develop and share unified strategies, action plans, and frameworks for effective dust and emissions mitigation.
- Foster innovation by promoting the development and adoption of scalable, context-specific solutions that can be implemented by stakeholders across Indian cities.
Achieving these goals requires coordinated, cross-sectoral action involving a wide range of actors — including builder and developer associations, building material manufacturers, government bodies, academic and research institutions, think tanks, architects, engineers, project managers, and clean-tech solution providers.
