The global shift to electric mobility is transforming the automotive industry, bringing both challenges and opportunities. As countries move toward low-emission transport, businesses must adapt to changing technologies, market demands, and regulations.

Maharashtra, a key player in India’s auto sector with over 20% of vehicle production and 21% of automotive components, is central to this shift. The state’s industry heavily relies on MSMEs, which make up 97% of all auto manufacturing units. Most are focused on internal combustion engine (ICE) components—now being phased out as electric vehicles (EVs) rise.

With India aiming for 30% EV adoption by 2030, this transition offers a chance to boost jobs and economic resilience. But without strategic support, MSMEs risk falling behind due to supply chain shifts, workforce changes, and investment challenges. Maharashtra, being an auto hub, must create a roadmap to support industry adaptation, reskilling, and technology advancement.

This initiative aims to equip MSMEs with tools, policies, and financing to transition smoothly. With state-level measures and targeted plans for hubs like Pune and Chhatrapati Sambhajinagar, MSMEs can be empowered to thrive in the EV ecosystem.

Expected Outcomes

By 2026, this initiative aims to strengthen Maharashtra’s automotive ecosystem through targeted interventions, ensuring that MSMEs can transition smoothly into the EV value chain. WRI India will:

  • Develop tools and share knowledge to help MSMEs remain competitive in an EV-driven market.
  • Co-create cluster-level solutions to enhance MSMEs’ access to technology, skilling programs, and financial support.
  • Support policy development to guide Maharashtra in fostering an equitable EV transition.
  • Build awareness among original equipment manufacturers (OEMs) to encourage industry-wide collaboration and commitment to MSME inclusion.

By integrating these approaches, Maharashtra’s auto sector will be better positioned to harness the opportunities of the EV transition — driving sustainable growth while ensuring that small businesses and their workforce remain at the heart of this transformation.
